How to preset low heights to hover and capture images?

Hi,
P4P and P4 in use.
Looking to find a way to preset a specific height (eg 8.5m) but these heights can vary depending on request.
Ideally the idea is to hover at this preset height to capture images to show what is seen at that level.
It is to replace the old stick with a camera style method that let developers know what View is available at a location.

It will not be required to be repeated and may be a totally differing level request next time at another location.

Does anyone know how to preset in general or know of any app to use for this?
Obviously it can be done manually but it needs to accurate thus having a setting to use.
Also a question on how accurate GPS may be at low levels? Don't want to give a false reading either. It could be the make or break of a property purchase.
 
Accurate in what respect? The AC position in the map depicted while flying manually should be the same as you might get placing a waypoint in an app... this doesn't make sense.
 
If it's just a single spot you are filming from, can you not just fly to the spot using VPS as a height guide (below 10 mtrs). Multiple locations can be done using Litchi WPs using VPS as a reasonable altitude from home point.
