High wind Gimbal disadvantage

So went out the other day with some buddies, Quads and FPV Plane flyers, just for fun. The wind was pretty blowy so we went inside an area shielded by some netting (Paintball field) which was a lot better.
So of course we went up higher for fun in the wind and I was happy how both my Phantom and UAP-1 were handling it.
I did notice though, on the video, that fast forward movement caused both gimbals, although mainly the gimbal on the UAP-1, to flutter as I flew into the strong wind. You know how with a brushless Gimbal, if you press onto it when on, it flutters, or twitches.

While I know these gimbals are more for slow/static aerial stabilization, I was wondering which PID parameters in the gimbal programming could be tweaked to provide a stronger hold?
