I haven't read the entire document but the parts I have do not correspond to previous public notices put out by the FAA. There's two possibilities. 1, there's been a major leadership change or political pressure applied to the right people regarding UAVs within the FAA. Or 2, Somebody "leaked" this document to force the FAAs hand into disagreeing/agreeing with a very reasonable and logical approach to regulating commercial UAVs. If they publicly disagree or try to deflect the message of this document there's definitely some infighting going on. Obviously with an organization as large as the FAA there's got to be some people that would agree with this approach but somebody has made the decision the public should be aware also.
