FAA finally makes a move with Proposed Rules for sUAS

"To maintain certification, the operator would have to pass the FAA knowledge tests every 24 months."
Sounds like just another way to impose a tax, as I am sure there would be a fee attached. Where is a UAS pilot going to go to get the knowledge test administered? If it is not an online test, then expect a long wait.
