400 meters is this a suggested altitude or a law ? I see a lot of videos that look slot higher than 400 meters. I have read the FAA site and read the manual

400 feet AGL is a guideline (recommendation) for hobbyists in the US. You can find a list of laws here.
FWIW, flying above 400 feet AGL is not a safe thing to do in many cases. If you cause an accident and it's reported to the FAA, they will still have the power to come after you for flying recklessly.
