Distance from Hospital

After reading some of the comments regarding the sUAV flying at the Fairgrounds being within 400 feet of the Hospital and I'm not very adapt at using the search function on the FAA web site, where is the rule/regulation/guidance that unmanned aerial vehicles must stay 400 feet away from hospitals?

A guideline is not a law.
It seems to me that some people are creating their own versions of these guidelines.
AFAIK, there is NO such protected zone around a hospital.
If this uav pilot could not see the manned helicopter, then he was most likely using goggles.
And no, you do not have to notify anyone you're flying in the area.

Which goes to prove that these people who are enforcing the laws, don't know these laws do not exist.
