Charging P3S controller

Sorry to bother for what should be so simple. Can't find a straight answer in the documentation.
Does the controller have to be on during charging?

It should be turned off while charging.

Ok. Thanks. If I leave it off, it doesn't charge at all.
Guess, I'll have to figure on an exchange.

Let it connected for a while. The battery is probably just really low.

Does the red light come on when plugged in for charging?

Update.
Plugged into usb wall adaptor.
Controller off, red status light is lit. Green level indicators are not lit. Waited 2 hours. Status light turned green. Turned on controller, battery fully charged.
Good to go.
