Does anyone have any information flying Phantoms over the RR Museum, I realize that government parks are cracking down on 'copters? Also, photographing from public property is okay, as long as the photographer is on public property, what happens when a drone is flown over private property from public property?

I think you nailed it pretty good with PRIVATE PROPERTY. There is what you can do and there is what you should do. Your best bet is always to get permission to fly over someone else's private property. If they do not want you flying over their stuff maybe you shouldn't. If you do not have permission, you can still get some good pictures without flying directly over their property.
 
I live in WV. I was at Cass last year. I brought my Phantom but decided not to fly it that day. I think if you were to ask, they might not mind as long as you did not fly over a crowd. I can see following the train as it leaves the station and starts up the mountain as a great video opportunity.
