I suspect the USB mode is an unusual one since when my Tab E succeeds in connecting, it is Charge Only. There's only about 3 other USB choices in developer section. I suspect RC is connecting as serial adapter but in reverse. Usually the B side of USB would be the serial device, not the A side.
When the tab doesn't connect the USB mode shows MTP and won't change. I can select another option but goes right back to MTP.
I think DJI does something unorthodox that they get away with in many environments but some systems don't know what to do with it.
I was able to clear automatically choosing GO when RC connects.
Problem is, there seems to be a short time for the RC and app to sync that the choice dialog messes it up.
Okay, appears to be mode setting. From another thread on the forum here is what appears to be the solution:
1. Once you have USB plugged into Remote, plug into phone (tablet in our case);
2.drag the notifications bar down, you'll see one notification that says "Connected for Charging touch for other USB Options. Touch that.
3. then you see 5 options. The one at the bottom is "Charging" which is automatically selected. The one above it is "Connecting midi devices" so you want to select that.
This, purportedly, allows the DJ Go App to connect with the phone (or tablet).

Professional - DJI Go app won't connect to RC after updated to1.3.2
I suspected it was a USB mode issue. I further suspect that the updated android DJI Go app (for the Phantom 4 in my case) defectively fails to set the correct USB mode on the tablet so it can actually communicate and exchange instructions with the Controller.
Alternatively, from Settings => Developer Options => USB Options you can select "Midi" directly from the configuration window.
I intend to test both options.
USB Configuration lists the following selectable modes:
Charging
MTP (Media Transfer Protocol)
PTP (Picture Transfer Protocol)
RDNIS (USB Ethernet)
Audio Source
MIDI
One other consideration is to make sure that whatever USB cable you use is wired for both power AND data. <rant> I wish to god that everyone would follow the same guidelines for cable production and build for both power & data instead of pinching pennies (literally) to squeeze more profit.</rant>
