camera operation question

No...you have to stop the video before you can take a still shot. (But you can extract a still frame from your video in software).
 
Still photography and video shooting are two different aspects of photography. You like to see all the contents on one shot of still photography where as lot of content is thrown to your eyes at the rate of say 24 frames / sec and eyes should catch the views and perceive great clarity. Technically its possible to fish out a still out of running video but its not needed as you can easily get it during editing. There are many more things to consider during still photography.
