Brand new phantom zenmuse h3-3d gimbal going crazy

Hello all,

I just purchased a brand new phantom 2 h3-3d. I don't a have a hero cam yet but I turned it on so I can get the set up started with the DJI apps. The gimbal was moving madly and making noise. Is this normal? The store I bought it from said its normal and it would be ok once I mounted a hero cam. I'll have to wait 3 weeks until my hero cam comes in. I'm afraid it's not working properly. Please help.
 
It's not working because it's not balanced (as evidenced by no camera mounted). It should work fine once the camera is mounted, but without it (the haywire-ness) would probably cause some damage in the long run. I suggest unmounting/unplugging the gimbal until you have your GoPro on hand.
