I have been using Pix4D for Photogrammetry and utilizing their Capture App. Within the App you can set a flying speed between slow and fast and I set mine to Normal. The Phantom captures images as it is in motion, it is not stopping for each shot and for my last two projects my resulting images are very blurry, and I mean blurry, not just a little on the edges. I would assume that as the program is designed to capture while the UAV is in motion that the images would not be blurry, is it a result of the consumer grade camera on the Phantom? My videos using the camera are fine.

It sounds like you have motion blur resulting from too slow a shutter speed. Are you using an ND filter? If so, take it off, they're only needed for video.

Thanks for the advice, I did have an ND on during the last project. I'll test with no filter hopefully tomorrow.
