Best camera for low light?

I currently have a P2 with H3 3D and original Hero 3 Black camera. I shoot in 1080p. I do find that the GoPro footage suffers as soon as the light levels drop. I was considering either getting a Hero 4 Black and perhaps get a Zenmuse H4 3D gimbal if my current Zenmuse gimbal does not like the Hero 4. Or perhaps would going for a Phantom 3 Advanced now the prices have dropped be best? Which camera Hero 4 or Phantom advanced is best for low light?
