It's oh so tempting to fly low over wildlife and herd them to and fro...or to do fly by's of geese resting/nesting at waterfronts.
The list goes on and on.
It this a responsible act? That will be up for you to decide, but in many places there are laws (most good) that prohibit the indiscriminate harassing of wildlife.
Now, for humans, well, that's another story!

I can well imagine the eventual use of drones to "encourage" birds at airports or nesting under bridges (their poop can degrade the steel) to go elsewhere. Might be a future "commercial use" operators can offer.
