I got a "LiPo Safe" bag just to be on the safe side.
I store my batteries with about 2 lights showing so under 50%

I was wondering if I should store them in the bag or just when charging?
What causes battery fires and when are they most likely to occur?

It's rare to hear of stories where a DJI battery has caught on fire. In the few stories you can find on google, the fires ignited while the battery was charging. A damaged battery could catch on fire too though.

While it's unlikely that an undamaged battery will catch on fire, I don't like to take any chances since I store batteries in my house. I store all of my batteries in these HOBBYTIGER LiPo bags.

Who could criticize for what you (proverbial you) feel is safe.
I monitor during charge but store like my local hobby shop stores a hundred or so.... on a shelf.
They're not time-bombs. The danger is the energy density and soft pouch-like construction making them puncture or deformation sensitive.
