Battery charger question

Ok I'm new at this but I'm having an issue with my charger on P2V. The green light on the charger is ALWAYS on regardless if it's actively charging or not. Also, the battery has been on 2 bars since I took it out of the box. Charging it has no effect. My understanding is the charger brick light should show red when it's charging and turn to green once battery is fully charged. Regardless, it seems to have no effect on the battery at all. So, I'm figuring the charger is bad right out of box. Thoughts? Opinions? Am I doing this right? Thanks in advance.

If the battery is more than 75% charged and you connect it to the charger you have to push the battery button as it you were switching it on and it will show the flashing LEDs whilst charging. It may be worth trying that although you are saying that the battery is less than 75% charged it may be worth giving it a try.
