I've just completed an 18 month stint travelling in and out of the Phillipines and found the following:
No one ever bothered me with my P4.
I carried my specs for the P4 and no one ever asked for them.
NAIA is the most disorganised airport you will find on the planet.
I flew in Manila Centro with a policeman wanting to know how to fly a drone.
If your drone package fits in the overhead locker on a plane, all good, as you will be competing with Krispy Donuts for the available space.
There are the rules as listed above, but no one ever enforces them.
Be sensible and the local people will love you.
