Additional LED's

I am looking into a top-side LED strobe and other RC LED navigation lighting or effect lighting... hopefully military spec LED's

Is there a power port on the bird anywhere? If so at what voltage? And do I need a BEC?

I have not seen any topic for the VP+ thus far.

No power port. You'll need to solder a connector on to the main power bus.

It depends on the connections on the wire for the strobes. I have mine plugged directly into the NAZA.
