I had a request for a picture to be taken with these specifications. Can anyone help me out?

Take the pic then render it with Photoshop

This. The Image Size dialog box allows you to specify the physical dimensions of the resulting image in inches as well as the resolution in dpi. So shoot at the 12 MP default of the P3, do your post processing afterwards and then as the last step resize it to the size your client specified.
