Can i start from the System Installer disk and use the Disk Utilities to re-set the password on Windows computer?

It is the Windows 10 version.

All i can do is complain and ask here here,i don't know what my son did to my pc,cause i can not use it,even the login password is not accepted,my computer is now in a closed and locked state . I now have to use my sister's computer to find hope . Telling me what to do for it.
