IT WORKED! Thanks everyone. And shame on GoPro for disabling the video output from the HDMI port. I have always been one of their biggest fans, but that was a dumb move on their part.

That seems to have done the trick, the camera is currently operating. Thank you for all of the help, hopefully this will get me back in action with my Phantom 2.

My 3+ does not have video + picture, I just set it to time lapse and however many seconds I want the pictures to be. I can still see video through my monitor, but it freezes for just a second every time it takes a picture.
