"The Air Navigation Order defines a congested area as being ‘any area of a city, town or settlement which is substantially used for residential, industrial, commercial or recreational purposes’"
In reading the law, it appears so (not a lawyer), PROVIDED it's not a congested area (ie you're fling in a relatively wide open space and not an urban area). You'll have to research what "congested" means exactly. You need to be at least 150m away from, and not over any congested area...

Changed the title to say "a" memorial. No...wouldn't be flying over THE memorial. It's about 30' tall. Made of steel and acrylic. They weigh about 1200lbs apiece and are anchored in 22,000lb concrete bases.
