It's probably not worth testing, but they didn't ban drones. They have an ordinance that bans motorized vehicles ON the beach. If you took off away from the beach, I don't think they have the legal authority to regulate the airspace over the beach.
They both extend the range. To simplify it, the standard kit changes the antenna configuration, which allows the same signal to get you more range. The advanced kit actually boosts the power of the signal, so it provides an additional improvement in range.

Try re-linking the controller and the P3. Instructions are in the manual. They should be linked out of the box, but it seems like an issue that could cause what you're seeing.

My experience has been similar to Shorebird's. See what the distance is when you are able to maintain line of sight the entire time, and when you get out away from houses and their wifi networks.

Anybody out there in Wakefield? I was flying last night over Lake Quannapowitt after dusk when the unmistakable lights of another Phantom popped up from a nearby yard and flew over to say hello.
The prop guards require longer screws, which are included with the guards.
When you remove the guards, you need to go back to the normal screws. The longer ones will damage the motors if the guards aren't in place.
I got the Vision 2+ specific case from Tradecraft and it's excellent. I definitely think it's durable enough to check it (though you'd be crazy to do so). The specs are exactly in line with JetBlue's carry on size limits. A bit bigger than some of the commuter airlines allow, most likely, but...
