It's 100% about "Intent"... Speaking for myself and the handful of Phantom pilots I know personally, not a single one of us fly with the "Intention" of surveillance... I can see how spying on a former/present girlfriend/boyfriend may be in someone's plans using these devices, but we ALL should...

The P2V+ is the right move... Be prepared for small issues though... You may have none, however, just read the manual first, start with learning how it handles and how you react to how it handles and you'll be fine... Mine (1st one) was really good and I had plenty confidence in it, but I...

are you using "GOOD" "NEW" DJI Props? DO NOT USE after market props... They suck...

Mine did that exact thing, but I then re-cal the TX and calibrated the IMU (basic and advanced) and its fine... I have noticed that in heavy winds when less than 10 feet off the ground, it does tend to move slightly, including altitude, however, it corrects itself... I haven't had that issue...

Really!!! C'mon... The purpose of these devices is so you can capture content from a totally different perspective... If you fly safe, it doesn't matter where you fly... If the Phantom is going to fail on its on, it could happen anywhere... Who knows... It could just drop out the sky or fly...
