There seem to be some misconception and confusion in this topic ... there is no "wifi gps" for starters, wifi is wifi, cell is cell, and GPS is GPS ... there is not such thing as "gps in wifi".
Not sure about Nexus tablets but for Apple devices there are two types: wifi only and wifi+cell...

Looks like Litchi is not getting right GPS info from the tablet then.
Not sure why, and how to fix it ... anything in OS or Litchi settings that you can try?
The problem is with your tablet not getting good exposure to the sky ... try different location/orientation and check, if possible, the gps satellite and signal status on your tablet.

If by flight mode you mean Airplane Mode then ...
If you have a device with iOS 8.2 or earlier, Airplane Mode will also turn off GPS.
Regardless of iOS version you have I would double check what the Airplane Mode does to the GPS.
I don't think VPS recalculates anything ... it is a set of sensors that is not effective above 10 feet. The drone takes VPS input if valid to aid its calculations that are based on GPS when available. Indoors, the VPS might be the only input the drone has.
FWIW, when I got my P3A in December just before xmas 2015, I upgraded to the current versions then which were DJI GO 2.4.3 and Firmware 1.6.4.
This combo works for me. I don't mind less aggressive but safer for batteries v.1.6.4 firmware, and I am not planning to upgrade DJI GO up to get...
I have done it ... I bought AVERY 2/3" x 1 3/4" labels, printed like EXAMPLE shown below, and plastered them on the side of the drone opposite of DJI label and on every battery's inner end below DJI serial number.
