It sounds like a real pain to even enjoy flying a hobby drone in the states. Randoms phoning you up at work???
Glad the UK hasn't become that strict yet.
Why would you want to hover over the scene of an active house fire? What a *******. Most pilots respect the rule of not flying directly over people when it can be helped.
Plus the ash and dust particles could wreck the phantom motors being that close.

It's a pretty dumb design that allows you to accidently shut the thing off while up in the air. CSC should only be allowed to work if the phantom senses it's on the deck.

Seems there needs to be some sort of psych test before owning a lethal weapon. This guy clearly had mental health issues. Feel sorry for his poor wife.
