I ran into the same problem with mine while using my P4 with my Samsung Note 4. I would request authorization via phone and then I would get a txt with a code in it and like you I see no where to enter the code. It seems like the DJI Go app is spinning waiting to see the txt come in and it will...

So to me this reads that you can go as high as you want as long as you're within 400ft horizontal to and/or 400 additional feet above said structure. . So 1000 foot radio tower just increased your ceiling to 1400 ft.
