I'm able to confirm, as expected, that the FAA issued the contract I described in my first post. At least one senior software architect has been added to the project and there is a requirement for a December 21 delivery date. I'm not sure if that is a demo of an initial design to the FAA client...

From many of the posts I've read here, this response doesn't surprise me. This doesn't seem to be a very welcoming group but I thought I'd at least try to participate, particularly after learning something that might be of interest here.
