They really have to accept that idiots will do this and develop technology to track them down so they can put them in jail.
It should be easy to build directional drone and controller detectors so they can find the perp.
I read the new regs when they were calling for comments last year but I didn't see anything about flying over parks otherwise I would have sent them an email.
The restriction on flying over private property is OK but parks really screws things up.

I took a standard shade like that and used cardboard to close it up.
I left just a narrow slot to look through and another slot so I can touch the tablet.
Works really well, no glare at all.
Maybe its a certain distance from the airport in other countries but in NZ there is a map issued by the CAA that shows the shape of the atc zone and if you are within it then you have to ring the tower and ask permission and ring again when your finished.

I use a 10" HP 10 Plus, no lag or freezing. The app doesn't scale up well, the text stays the same size. Its a bit too heavy to put on the rc and I put it on a tripod. It is certainly much easier to see what the quad sees with this compared to my note 2.
FAA staff are people from the aviation industry so they are doing this to protect jobs in the aviation industry.
There is no safety reason why you would ban commercial but not recreation use of drones.
Our CAA concluded there was no reason to distinguish between commercial and recreational use of UAVs
