How about Sony QX1, it's way cheaper than GoPro hero 4 and way better image quality as it carries a huge DSLR sensor in it. It's light too (158g) lighter than the lightest NEX camera or way lighter than GH4 and i think any cheap 3 axis gimbal made for gopro/nex from china could be able to hold...
Im sure you have resource(s) to develop something like this:-
A super lightweight 3 axis gimbal mount to phantom for aerial shoot and make it easily detachable to be mounted on a handle as handheld stabilizer for ground shoot.
RX100 is 240g and only 1" sensor, I suggest more lighter Sony QX1...
Phantom is not a humongous beast like Inspire 1, what we need are collapsible skid and detachable gimbal, then we can fit all in a small stylish bag like below :-

there are a lof of sellers are selling craft only (without gimbal and camera) phantom on ebay, which version is most suitable and able to control 3 Axis china gimbal and RDCH retractable landing skid.
