Heated putty knife. Not too hot. You want to soften and flatten the plastic stub not melt it. A soldering iron will ruin it if it is too hot.

Try PTGui. I think it is the best out there. Easy to use with good tutorial videos to help you get started.

There is a difference from launching from a National Park and overflying one. The Park Service can not prohibit overflight, that is the FAA’s domain. The Park Service can prohibit you launching from their land. So launch from somewhere else and over fly Alcatraz should be perfectly fine.
